Nepal Applies Balance Neighbour Policy In Delhi
By Baburam Poudyal
Indian foreign minister Sushma Swaraj informally arrived Kathmandu just after the left alliance secured a massive victory in the provincial and federal election and leftist leader K.P Sharma Oli was in waiting to be the Prime minister shortly forming the government. She defines her Nepal trip as a goodwill visit.
Before this Indian Prime minister, Narendra Modi congratulated Mr. Oli for winning the election over the phone. The unusual and unexpected phenomenon was indicating a new changing in India's Nepal concern. Clouds were roaming on the Indo-Nepal relation since three years likely to begin to the wipe off.
After the signing the agreements with China about two years ago, Nepal gain a geopolitical strategical value. India never wants the strong presence of China in Nepal. This might be the major cause to change Indian attitude to Nepal. However, the new development in concern should be taken in a positive way. In this context, following the invitation of Indian Prime minister Narendra Modi, KP Sharma Oli is going to visit India in 6th April as a Prime minister of Nepal. Taking office in February it is his first state visit to India.
On the eve of the visit, Priminister Oli briefed the parliament about the India visit. There are many agreements of past in pending without any implementation. Many examples indicate that India holds the projects but not follows the agreements within the time. The "delay diplomacy" is become the part of Nepal policy of India. Nepal has the intention to propose to mobilize them. China is eying to connect Nepal to her own side across the Himalaya and India also can propose Nepal to help in waterways and more in railways network. More or less India will try to convince that she will be more helpful than Beijing for Nepal. India will not forget to raise her major concern of security from different doors. The issue is taking gravity because of the presence of China in Nepal in further days.
The Pancheswar multi-project was signed two decades ago is still pending. Nepal proposes its working progress. The trade losses of Nepal with India also an important issue to discuss there. After the quake in 2015, India promised to give 100 billion rupees in international donors conference for reconstruction also would in the discussion. Likewise, flood and inundation problem in Tarai, permission to newly bought gas bullets are also will be in the discussion.
On Friday PM Oli will participate a programme in Nepalese Embassy in New Delhi. PM Oli will stay in Rashtrapati Bhawan as an important guest of the country. Next day he will meet Indian PM Modi and same day both prime misters jointly inaugurate with switching on of Arun iii hydro project in Delhi. PM Oli participate dinner of PM Modi and supper of President Ramnath Kobain. The third day of trip PM Oli will be returning to Kathmandu.
